The treaty article requiring Parliament to draw up proposals for direct elections was almost immediately taken up. In October 1958, a working party was set up to elaborate corresponding proposals, which were presented in a Convention in May 1960. By this time however, De Gaulle's policy of rejecting any moves towards supranationalism meant that the proposals were doomed to failure.
In some cases, policy is found to lie "along the domestic-foreign frontier"187, or more rather at the point where the national level meets the European level. In other words, relations with regard to policy- and especially decision-making are determined by the EU's decision-making procedures, especially in those cases where close co-operation is needed between the EP and the Council (assent, co-operation and co-decision).
