There are two central questions in the entry phase of election: What are my chances of winning, and how can I improve those chances? These questions are not easy for any candidate to answer. Calculations about the viability of electoral platforms or the number of votes a candidate needs to win a seat in parliament are extremely complex.

After a term of office, the process is repeated, providing voters the opportunity to assess the performance of incumbents and renew their support or punish them by electing opposition candidates. While we know that there are any number of ways in which this model does not accurately describe developed democracies, we have not thought systematically about how the same shortcomings can thwart accountability, representation, and stability in new regimes. A good starting point in addressing the role of elections in new democracies is to distinguish among the roles that elections play in new and established systems.

The analysis presented in later chapters focuses on the relationships between candidates and parties.
